OSX 974a • Refinery Health, Environmental and Safety (HES) Overview

Course Description

This course covers general refinery operations and associated health, safety and environmental hazards, as well as OSHA regulations and industry standards.

This course offers information on how refineries operate, and what hazards are encountered by the workforce, as well as risks to outside communities and selected government and consensus standards. It covers process, chemical and general physical safety hazards and provides a foundation for the subsequent courses in the refinery Safety Specialist series. The intended audiences are craft and safety personnel who play a safety role in an oil refinery or similar process plant and who want to improve their effectiveness through a deeper understanding of the principals behind plant safe work practices and operations.

Learning Outcomes

  1. Describe oil refinery operations using common terminology
  2. Discuss environmental hazards posed by refinery and chemical plant operations
  3. Discuss various roles and department activities related to refinery operations(security, emergency response, operations, maintenance)
  4. Describe common refinery safety and health hazards and related medical monitoring considerations
  5. Identify OSHA regulations and consensus standards (AFPM, API, ANSI) and resources applicable to refinery health and safety
  6. Describe the Process Safety Management standard
  7. Describe overall structure of regulatory oversight and the historical context of Health, Environmental and Safety (HES) regulations in the oil and gas industry.
